As you already know, Ubuntu 13.10 Final Beta has been released a while ago, using the GNOME 3.8 desktop environment as default.
Almost certain, Ubuntu 13.10 Saucy Salamander will be released on the 17th of October with the same Gnome 3.8 Desktop. This must be bad news for the Gnome fans, but Canonical is not the only one to blamed. The Gnome developers did not add Mir support to the Gnome 3.10 Desktop Environment, despite the fact that everybody knew that Ubuntu Saucy will try to replace the X.org server with Mir.
The GNOME developers have worked hard in order to make Gnome 3.10 compatible with Wayland, a new system compositor developed by the both the Red Had and Intel developers and totally ignored Mir.
We will see if updated versions of the included GNOME apps will be added to the system, in order please the users or not.
