Also, Ubuntu Raring was the first Ubuntu system coming with Gnome 3 and Kylin (a special desktop environment for the chinese) flavors.

So, all the users of Ubuntu 13.04 Raring Ringtail or Linux Mint 15 Olivia have to upgrade to Ubuntu 13.10 Saucy Salamander  respectively Linux Mint 16 Petra, in order to avoid security issues.

So, to upgrade to Ubuntu 13.10, just do:

$ sudo do-release-upgrade

If you are using Ubuntu 12.04 or Ubuntu 12.10, the upgrade tool will ask you to upgrade to Ubuntu 13.10 directly. The same scenario applies to Linux Mint also, skipping from Linux Mint 13 and Linux Mint 14 directly to Linux Mint 16.
