Razor-qt is an advanced, easy-to-use, and fast desktop environment based on Qt technologies. It has been tailored for users who value simplicity, speed, and an intuitive interface. Unlike most desktop environments, Razor-qt also works fine with weak machines. It works well with a many window managers, but the most popular WM used with Razor-qt is OpenBox. (source)
It is easy because there is an official repository for Razor-qt, so all you have to do is:
Add the repository:
$ sudo add-apt-repository ppa:razor-qt
Update the local repositories:
$ sudo apt-get update
Install Razor-qt:
$ sudo apt-get install razorqt
