Canonical has recently update the kernel on Ubuntu 13.10 Saucy Salamander to Kernel 3.11.1, the latest stable kernel available.

It looks like Canonical is able to stick to the initial plan to Ubuntu Saucy will be released with Kernel 3.11. Because Kernel 3.12 won’t reach stability until the official release date of Ubuntu 13.10 (October 17), probably the Ubuntu developers will stick to Kernel 3.11.
If you are using one of the Ubuntu 13.10 Saucy Salamander daily builds, you can easily get the Kernel 3.11.1, by upgrading the system, from the terminal:
$ sudo apt-get update && sudo apt-get dist-upgrade
The system upgrade will also install Firefox 24, the latest Mozilla browser available.
If you don’t want to perform a system upgrade, you can easily install Kernel 3.11.1 on Ubuntu 13.10 Saucy Salamander by using the instructions from this article.
