Until now, the developers have organized several voting events and after the latest one, most likely systemd will be prefered, getting more votes that upstart and the others.

Also worth mentioning, Spotify, a popular internet music service running on Debian servers is in favor of systemd over upstart, due to the fact that Red Hat’s init system has a bigger community and is easier to understand.

But since Debian 8.0 Jessie will be released in 2015, the developers have enough time to make up their mind.
